This is all about the 28th Conference of the Parties (COP) to the UN Framework Convention on Climate Change that took place in Dubai, UAE from 30 Nov to 12 Dec.

COP28 Presidency headed by UAE released a new text on global stock take that once again singles out coal but soft on oil and gas.
Developing World Says Text is Selective
Representatives from the developing world pointed out that the text is selective and discriminatory as it calls for "rapidly phasing down" unabated coal. On other fossil fuels, the new text seeks parties to merely reduce both their consumption and production "in a just, orderly and equitable manner so as to achieve net zero by, before or around 2050".

National Interest Paramount says India
* One section of the delegates say the text is a compromise addressing fossil fuel production directly rather than fossil fuel emissions - a get-out clause for those who want to use carbon capture and storage
* Indian delegation says it will not agree on anything that is against national interest. Global South is expected to contest the text
My take
My personal observation is that in any of the Climate Change conferences, it always boils down to the developed vs the developing!
