The union government and the state governments form part of a federal structure wherein the states legislate laws for running all the subjects listed in the 'state list' and necessary support legislations - with respect to the state - in the 'concurrent list'. Areas of defence and foreign affairs are in the ambit of the central government.
This has been in practice for the last so many years and the system has gone off well. Of late and especially, after Narendra Modi has become the Prime Minister, certain political parties showing their differences of opinion with the PM and his party, have been doing infructuous legislations to score brownie points.
Am just quoting a couple of cases :-
(a) CAA - Kerala was one of the few states that passed a legislation in its Assembly saying that it
will not implement CAA. The futility of the legislation is simple to analyse - CAA is
valid on the migrants from the border states only.
(b) UCC - Kerala has passed a unanimous (?) legislation saying it won't allow UCC to be enforced
in the state. Once the Parliament passes the UCC, it will be incumbent on all the states to
implement it.
There are many similar cases that can be talked about.

Lekha and the maid had gone out in the afternoon, in Sukesan's auto rickshaw, to complete a few long pending jobs.
BZ to the Prime Minister for his response to the Manipur issue as well as the no-confidence motion tabled by the opposition. The motion was defeated, of course!
