Onam in Antarctica.

Wherever there are Malayalees in the world, there is Onam. And if there is Onam, then there is, of course, Pookalam. This time, the pookalam prepared by the Malayalees in Antarctica is getting a lot of attention.

Because flowers are not readily available in Antarctica, flowers were drawn on the frozen lake surface with hammer, knife and screw driver.

Five Malayalees from a 22-member team staying there as part of India’s 41st Antarctic Exploration Project have laid the pookalam over the lake. The pookalam was prepared in front of the Bharti station, an Indian research institute, in the bitter cold of -25 degrees Celsius (or - 13 degrees Fahrenheit)!

The Pillar at Fort Kochi.

The pillar was erected to commemorate the 'Great fire of Kochi' which gutted a major part of British Kochi in 1889.

British Port Officer JE Winckler took the initiative to erect the pillar in 1890. Historian KL Bernard has written about the 'Great Fire of Kochi' in his book 'Flashes of Kerala History'.

The fire was spotted on 04 Jan 1889 in a ship named Chandrabhanu, which was anchored near Calvetti. The fire spread from there and went on for more than a week. Records say that about 300 houses were destroyed in the fire.

This pillar itself is of historical relevance.

Originally this pillar was part of the Santa Cruz Basilica built by the Portuguese at Fort Kochi which was used as a warehouse for arms by the Dutch after the defeat of the Portuguese in 1663.

Later in the 18th century, Kochi was attacked by the British and a part of Santa Cruz Basilica was destroyed. A pillar from the destroyed Basilica was eventually erected on the beach on 17 Oct 1890 by the British Port Officer JE Winckler to commemorate the Great Fire of Kochi.

The NCERT does it.

The National Council of Educational Research and Training (NCERT) has included a chapter on the National War Memorial in the Class 7 English textbook with an aim to inculcate the values of patriotism, devotion to duty and courage and sacrifice among schoolchildren.

The chapter titled 'A Homage to our Brave Soldiers' is included in the last chapter in the book 'Honeycomb', according to the e-version of the book available on the Council's website.

The chapter highlights the history, significance and concept of the National War Memorial and also talks about the supreme sacrifice made by the brave hearts of the Armed Forces in the service of the nation post independence.

My take

A step in the right direction, at long last!

Adieu Cdr KB Kar.

Kailash Bihari Kar of the 50th course of Juliet Squadron was a great fan of mine. Got the news that he'd passed into the mist of time earlier in the day after fighting a losing battle with dengue.

The first time I'd met Kar, in the real sense, was during Dec '76 about 10 days before the passing out parade at the NDA. He'd come to me during the farewell function at the NTT (Naval Training Team) and asked for my notes on the service subjects, including the rough workbook. I'd passed out with distinction and was the winner of a 'silver anchor' for my overall performance, which was displayed on my chest while in uniform.

In the navy, our paths crossed each other's during transfers and moves. It was in Jun '84 that we met again, this time at INS Hamla as I was off to INS Agrani on completion of the (Long Logistics and Management Course) LLMC 3 and he was in, as a participant of LLMC 4. At that time, too, he'd collected my notes and rough working books/sheets saying "Now I know that I'll clear the course without any hassles!" I was kicked about his confidence in my efforts!!

After that, I'd met him at the Palk Bay in 1987-'88 during Operation Pawan, while I was commanding INLCU L36. He was the commanding officer of one of the SDBs. He used to come alongside during the night time saying, "I feel comfortable only with you, sir". I used to smile away those episodes till I was deployed at the seaward side of Jaffna with an advice from the then NOIC (M) and I quote, "Appreciate your course mates' spirit but help should be rendered judiciously".

There was never a dull moment with him around and he used to have a fund of juicy stories about anyone and everyone.

Adieu Kar! My salute, tears and prayers. Om Shanti! Sadgati. May god give your wife and son the strength to tide over these difficult times.

Price shoots up.

Plantain leaves price shoots up by 60% this Onam.

Average export of  plantain leaves during Onam      50 tons

Price of full leaf for exports                                       Rs.4/- to Rs.12/-

Domestic market for full leaf                                     Rs.3/- - Rs.4/- to Rs.6/- - Rs.8/-

One full leaf can be used as plates for 4 to 5 people.

Most of the leaves are procured from Tamil Nadu. Due to demand, farmers have increased the prices of the leaves from Rs.4/- to Rs.12/- per leaf.

My take

The rise is because of Onam. The Malayalees abroad, insist that they partake Onam lunch only on plantain leaves. Prices are not a problem.

At Raj Nivas.

Got up at 4, thanks to Lekha's cellphone alarm, went through the chores but was ready by a quarter past 7. We kicked off for Raj Nivas at 0658 hrs! The journey was smooth all through though traffic was heavy at certain stretches. Our breakfast was at the Saravana Bhavan at Paliyekkara by a quarter past 8.

Reached Edappalli three hours after starting the journey. We took a rest-room-break at the HP outlet at Aroor. Ambalapuzha was mad, thanks to heavy traffic. Had our lunch at the Kalapakavadi Inn.

After reaching Kottarakkara, went to the Star Dish guy to recharge our Airtel Dish Tv but Lalu was obnoxious! Achu had helped us to recharge the same online. Phew!!

Reached Raj Nivas by about 3PM.

Meanwhile, had called up Mohan of the Boss workshop and he had sent Monish to collect our Chevy by about 8, in the evening. He has promised to return the vehicle - after repairs - on Sunday morning.

Earlier, Lekha had prepared tea for us, thereby starting up the kitchen for Onam 23.

And again, it was a simple and lovely dinner for the evening.

New members in BRICS.

India takes lead in forging consensus on adding new members to BRICS. It had forged a consensus on membership criteria and selection of new members.

Saudi Arabia, Iran and UAE are strategic partners of most member states. The new members are Saudi Arabia, Iran, UAE, Egypt, Argentina and Ethiopia out of the 22 countries wanting to join the grouping. There has been a wholehearted and overwhelming support among the leaders of the member countries towards Indian Prime Minister Narendra Modi's leadership.

The leaders were in a celebratory mood regarding the spectacular success of India's Chandrayaan-3, Moon mission.

China's bid to bring in Pakistan as a member was stopped short by India. An economically rag tag country and which uses terrorism as state policy definitely has no place in any groupings.

My take

Prime Minister Narendra Modi's dynamic relationship and his appeal for 'Vasudeiva Kutumbakam' approach in relationships between countries has been widely accepted as statesmanlike. The 'vaccine policy' of India had cemented this observation.

Indian food habits.

Indians eat low-nutrient food, gorge on dairy. Research finds gender, income indicators in diet.

The consumption of various foods was different among men and women. While women consumed starchy vegetables which includes potatoes, corn peas and lentils men took more non-vegetarian protein. Similarly, the difference between poor and rich varied too. The rich ate more, fruits and dairy items.

Indians consume more dairy products than healthier fruits and vegetables.

The study is titled, "Dietary Patterns in North and South India". The findings are based on a survey of 8,762 adults in Sonipat in Haryana and Visakhapatnam in Andhra Pradesh in 2019.

My take

Diet without any emphasis on nutritional aspects seems to be the norm. Quantity rather than quality is worked on!

Home grown flowers hit Kerala market.

Keralites are Bengalis.

There was nothing more rewarding than a meeting with Dr Varahalingam, an anthropologist. He always had something sensational up his sleeve. That exactly was the reason for my rushing to his hotel immediately after his telephone call.

"Look", he had said over the phone. "I have a plane to catch in the next two hours and I can give you an hour. I have something very special which you will like".

I put the receiver down, grabbed a notebook and was in his hotel in the next 20 minutes. "Ah, there you are; thank you for being punctual. Do sit down", he said.

Dr Varahalingam had spent 30 years in Calcutta as an assistant with the Geological Survey of India. It was only after his retirement that he started revealing his anthropomorphism. His revelations always were remarkable.

He took the spectacles off his nose, smiled and said, "This time I am giving you something about Bengal and Kerala. I have spent a lot of time on the subject. The original natives of Kerala, I mean the Nairs and Pillais, are all Bengalis. Many centuries ago, the Kapalikas of Bengal had to flee to the south to escape from the attacking Aryans. The Kapalikas worshipped Durga and they took with them 108 Durga images. They settled down in Kerala since the place was without any human settlement. They installed the images all over Kerala. He stopped and looked at me.

I asked,"You mean all Keralaites, Menons, Panickers, Kurups are Bengalis? "No", said Dr Varahalingam. "Menon, Kurup and Panicker are titles based on their professions but they are all Nairs, Nambudiris are originally Brahmins from Tamil Nadu who settled in Kerala later and have adopted Kerala's customs".

Dr Varahalingam continued. "Let me come to recent times. Take Rabindranath Tagore. His contemporary in Kerala was Vallathol Narayana Menon. Both were great poets. While Tagore created Visva-Bharati at Santiniketan , Vallathol created Kalamandalam at Cheruthuruthi to teach Kathakali and other arts. Both exchanged artistes. If you examine the works of Tagore and Vallathol, I mean the originals, you would be surprised at the similarities. Do you know that the green paste used for the make-up of Kathakali  actors (Pacha) is from Manayola, a stone available in Bengal?"

He stopped to watch my reaction and said, "Both Bengali and Keralites are extremely fish. Ladies get predominance in Bengali and Malayali homes. I don't mean that husbands are hen-pecked. But men give importance importance to women".

Dr Varahalingam became serious, "Political behaviour is almost the same. The Naxalite movement started simultaneously in Bengal and Kerala. I can assure you that one did not imitate the other but the thinking was identical. Take language, both Bengali and Malayalam have the maximum borrowings from Sanskrit.

"Onam and Durga Puja are the greatest festivals in Kerala and Bengal. Both are of three days' duration and the festivities for both start ten days earlier. There are several similarities in the method of celebration, including new clothes, feasting and above all Bisurjan.

"Almost all the great literary works of Bengal have been transferred into Malayalam and all of them enjoy immense popularity in Kerala. Saratchandra, Bankim Chandra and Tarashankar are all household names in Kerala".

I tried to intervene, "But I not think any Malayalam works were translated into Bengal".

Dr Varahalingam was ready with the answer, "I said Bengalis went to Kerala and settled. Hence Keralites are Bengalis and not vice versa but Malayalam  being a recent language does not have much great literature worthy of translation.

"Finally, take films. Maximum award-winning films are in Bengali and Malayalam. Won't you agree?

"No doubt",  Dr Varahalingam is explosive.

Back at The Quarterdeck!

Got up around a quarter past 5, the chores and was ready by a half past 7. Maman, Aniyan and I were taken by Sivadasan to the Neelamperoor palli bhagavathi temple to offer 'bali tharpanam' for Amma on her 7th Remembrance day. Two crows swooped down on the offering soon after! It was, indeed, very satisfying!

On return, had breakfast at the Padma Cafe. We left Sharif's Taj hotel by a half past 10 and reached Puthuvayil Veedu by11. Got things done as the timing of 2 was nearing. Thankfully, the minister was on time and the proceedings began well. The minister has assured us that he'll ensure the necessary funds are made available for the making of the national monument!

Pannian Raveendran, Prof PJ Kurien, Kummanam Rajasekharan and Mr Ittycheria of the Kottayam Public Library were on the dais. Pannian sir, later announced that I would be delivering the Vote of Thanks. The program was vibrant and the entire crowd took part in it wholeheartedly. On completion, everyone, including Parayile Gopiyettan, chechi and their first daughter-in-law ensured that Maman and I had our lunch at 4!

Contributed Rs.20 grand to pay for all the expenses, yesterday and today.

We set off from Neelamperoor after 5, reached the Changanasserry KSRTC bus stand and I got a low-floor a/c bus, bound for Kozhikode. Reached The Quarterdeck by a half past 11.

After a good bath, a nice dinner, hit the sack at about a quarter to 1.

Muthachchan arrives at Neelamperoor in a spectacular return.

My cellphone woke me up on the dot at 4, went through the chores and was ready by a half past 5. Kunjumon was waiting at the gate, the caretaker got us the morning cuppa. And we set off to Kottarakkara.

Got dropped at Pulamon junction in the direction of Adoor and Maman had picked me up at a half past 6.
Reached Changanasserry by 8,a quick breakfast at the Indian Coffee House and we were on our way to Neelamperoor. There was a lot of spadework to do in connection with the programs, today and tomorrow.

Sitting at Paarayil Gopiyettan's house, I did all that I could. Met a lot of my relatives.

The evening's procession taking Muthachchan's bust all the way to Puthuvayil House was a ceremonial one. We stayed on till his bust was shifted on to the pedestal built for the purpose.

Had gone across to the Devi temple to do the needful for the 'bali tharpanam' for Amma tomorrow.

Meanwhile, Valsala kept refreshing us with cups of tea and water.

Settled down at Changanasserry around midnight. Taj, owned by Sherif. A bad gash on the car's left side!

At Raj Nivas.

Had got up at our usual time, went through the chores and was ready by a half past 9. We had breakfast and Lekha had packed lunch and dinner for me. I was still not clear as to what I should do because I'd three options viz.:-

   * Stay with Babu Syriac and Joma at Kottayam and proceed to Neelamperoor tomorrow.
   * Stay at a hotel at Changanasserry and join the proceedings in the morning.
   * Spend the night at Raj Nivas and get picked up by Maman from Kottarakkara.

I chose the last option because I'd got a LSFP from Guruvayur to Ernakulam Menaka. A young lady, Sheeja, who was a nurse in an ayurveda clinic near Mannuthi, had disembarked along with me and boarded the auto rickshaw that I'd hired, saying that she'd to catch a train to Thiruvananthapuram to be beside her mother who was seriously ill. Will I help her? Didn't bother her with too many questions, dropped her at the Ernakulam Junction Railway Station and proceeded to the Vyttila hub.

The auto rick driver, Reji from Pala, was quite impressed by yours truly and has taken my cell phone number and also my permission to call me once in a way.

 There, after visiting the rest room, had my lunch around a quarter to 2 and boarded a Thiruvananthapuram-bound low floor a/c bus and was beginning to feel that things were going hunky dory when the bus's a/c system developed trouble and we were huddled into another FP bus bound for Kottarakkara. So, had to grapple with the humid heat all through the journey!

Reached Raj Nivas, therefore, about a half an hour after sunset. The caretaker was ready with the house opened up and all the lights on after the cleanship of the entire house and surroundings, as I'd directed him a few days back.

It was a quiet evening and I was glad that the journey was okay despite the faux pas. Well!

Gender unjust terms.

Gender unjust terms are may soon go out of the legal lexicon as the Supreme Court has launched a new handbook to go after gender stereotypes prejudicial to women. This is to assist judges and the legal community to identify, understand  and combat stereotypes about women in legal discourse.

Incorrect Language and Their Alternatives

* Adulteress. Woman engaged in sexual relations outside of marriage.
* Affair. Relationship outside marriage.
* Bastard. Non-marital child or child whose parents were not married.
* Biological sex/biological male/biological female. Sex assigned at birth.
* Born a girl/boy. Assigned female/male at birth.
* Career woman. Woman.
* Carnal intercourse. Sexual intercourse.
* Chaste woman. Woman.
* Child prostitute. Child who has been trafficked.
* Dutiful wife/faithful wife/good or obedient wife. Wife.
* Eve-teasing. Street sexual harassment.
* Fallen woman. Woman.
* Forcible rape. Rape.
* Hooker. Sex worker.
* Housewife. Homemaker.
* Indian woman/Western woman. Woman.
* Marriageable age. A woman who has attained the legal age required to marry.
* Prostitute. Sex worker.
* Provider/Breadwinner. Employed or earning.
* Unwed Mother. Mother.

Two notable observations.

* While such gender stereotyping ought to be purged from the general discourse, the SC looked inward and sought to begin the clean up from within the system.
* The handbook has been prepared by a panel headed by Justice Moushumi Bhattacharya of the Calcutta High Court.

My take.

The Supreme Court has taken the step of restoring the dignity of women.

Hanging solar fences.

To prevent wild elephants straying into the railway tracks in the Kanjikode-Walayar-Madukkarai section, hanging solar fences were erected and commissioned at the Walayar-Ettimadai section.

A total of 45 7W capacity stand alone solar lights were installed in three sections. Two underpasses were also constructed in A-line between Ettimadai and Madukkarai at a cost of 7.49 crores for the safe passage of wild elephants.

At Kannur station, 70 KWP capacity roof-top solar power plants have been erected and will be commissioned shortly. At present, the division has an installed capacity of 490 KWP of solar plants with an annual solar energy generation of 5,39,711 units.

The electrification of the Shoranur-Nilambur section is in progress and 70 km of track electrification is expected to be completed by December.

My take

It's great to note that our development initiatives take the safety of the wild animals into consideration!

The 77th Independence Day.

Today marks 76 years of independence.

Prime Minister Narendra Modi spoke for 89 minutes to the nation, this morning, from the ramparts of the Red Fort in New Delhi. Dressed in a bright headgear, he was immaculately turned out for the occasion as usual.

He spelt out the achievements of his government over the last 10 years of his rule and expressed confidence that India will be a developed country when she celebrates her 100th Independence Day., in 2047!

He also spoke about Manipur's agony and said that the state will get back to normal, slowly and steadily with the combined efforts of his government and the state government. And touching an emotive cord, he affirmed that when the people of Manipur face difficulties, the whole country feels it and is with the people there in their times of distress.

He emphasised the need for discarding three of our negative qualities viz. corruption, dynastic politics and appeasement to develop without constraints.

He was also forthcoming about what he plans to do during his third term as prime minister because he was sure that he would return to power after the general elections of 2024.

The sheer confidence of his address shows as to how he disregarded the global conspiracy to dislodge him with the help of the forces inimical to him and the fifth columnists, within the country.

My take

O God, may our country be blessed to have his continuing dynamic leadership in the aftermath of the general elections of 2024.

Pushing for patrolling rights!

Corps Commanders of India and China have commenced their 19th round of meeting today at Chushul-Moldo Meeting Point on the Indian side of the border to discuss the disengagement of troops from eastern Ladakh's remaining standoff points.

The thrust will be on the restoration of the Indian Army's patrolling rights up until the traditional patrolling points (PPs).

The Indian Army has put its foot down on the issue of patrolling rights and has insisted with the Chinese side that it be allowed to patrol till the traditional patrolling points in the remaining stand off locations.

The Indian stance on the stand off points has been consistent  - the restoration of status quo ante of Apr 2020. Importantly, this entails the restoration of patrolling rights till the traditional patrolling points.

Depsang and Demchok are the two remaining stand-off-points. In Depsang, Chinese troops have blocked Indian access to PPs 10, 11, 11A, 12 and 13. The total area here that remains out of access for Indian troops is about 952 sq km.

Today's meeting comes over three years after the first round of Corps Commanders' meetings held on 06 Jun 2020, days after clashes between the Indian and Chinese forces in the Galwan valley.

The NDA Chowk.

When I'd joined the NDA, Poona as a I termer during Spring 1973, the spot was known as the Poona Crossing. The 'Restriction runners' used to go around the Poona Crossing while collecting the 'token' from the drill ustaad, on duty, during our times. But things have been changing!

It, then, became Chandni Chowk quite a few years later much after Poona metamorphosed to Pune and the 49th Course had passed out of the Academy in Autumn 1975.

The Union Minister of Road Transport and Highways renamed Chandni Chowk as NDA Chowk dedicating it to the city's iconic institution of tri-military  education, the National Defence Academy (NDA), last Saturday. Indian Army's T-55, Indian Air Force's fighter aircraft MiG-27 and a scaled model of Indian Navy's INS Vikrant are now on display at the NDA Chowk.

These war machines symbolise the jointmanship which the National Defence Academy nurtures among its cadets who pass out from its portals to become officers in the the three services.

The NDA Chowk embodies the shared commitment of our armed forces towards the territorial integrity and sovereignty of our nation. It also recognises the values that our armed forces embody and is a testament to the unwavering spirit of our great nation.

The minister was inaugurating the newly constructed flyover at the NDA Chowk on the Pune-Bangalore highway.

Another trend of these times?

New admissions drop in government, aided schools and a rise in unaided sector.

The number of students enrolled in Class I in the current academic year (2023 - '24) dropped by over 10,000 compared to the previous year's figures in government and aided schools, showed the enrolment figures released by the General Education Department. Interestingly, unaided schools following the state syllabus saw new enrolments jump by over 5,000 this year in class one.

In another worrisome trend, the number of newly enrolled students from classes two to 10 in government and aided schools nosedived to nearly one-third compared to the previous year. While 1.19 lakh new students joined classes two to 10 in 2022 - '23, it plummeted to 42,059 students this year.

If the overall figures from classes 1 to 10 are taken  into account, the government and aided schools saw enrolments drop by  over 94,000 compared to the previous year while unaided schools witnessed admissions increasing to 7,887.

The highest number of students were enrolled in Malappuram (20.73%) and the least in Pathanamthitta (2.21%). Among the total number of students, 56% (20.96 lakhs) belonged to 'Above Poverty Line' (APL) families while the rest (16.49 lakhs) were from 'Below Poverty Line' (BPL) families.

My take

Is this trend going to continue or is it just a one-time wonder? Only time will tell.

PIN code 193224.

The first post office in India which was until recently referred to as the last post office, is located on the banks of Kishenganga river near the Line of Control (LoC) in Keran sector of Jammu and Kashmir.

The post office bearing PIN 193224 is run by a post master and three mail runners. It was known as the last post office of the country until recently. Now the signboard near it describes it as the "first post office of India". It is located right at the edge of the PoK where the LoC divides the two nations. A stream passes between, known as Kishenganga river on one side of the LoC and Neelum river on the other. On the Indian bank of the river stands the post office.

With decreased cross-border hostilities between the two nations, the life of the locals and the post office wallahs have become easier! It is a historic post office, being operational even before the two countries were formed in 1947.

Isn't it against the spirit of federalism?

The union government and the state governments form part of a federal structure wherein the states legislate laws for running all the subjects listed in the 'state list' and necessary support legislations - with respect to the state - in the 'concurrent list'. Areas of defence and foreign affairs are in the ambit of the central government.

This has been in practice for the last so many years and the system has gone off well. Of late and especially, after Narendra Modi has become the Prime Minister, certain political parties showing their differences of opinion with the PM and his party, have been doing infructuous legislations to score brownie points.

Am just quoting a couple of cases :-

    (a) CAA  -  Kerala was one of the few states that passed a legislation in its Assembly saying that it
                       will not implement CAA. The futility of the legislation is simple to analyse - CAA is
                       valid on the migrants from the border states only.

    (b) UCC  -  Kerala has passed a unanimous (?) legislation saying it won't allow UCC to be enforced
                       in the state. Once the Parliament passes the UCC, it will be incumbent on all the states to
                       implement it.

There are many similar cases that can be talked about.

My take

An exercise in futility.

The doubt.

Can Art 370 be made permanent by Assembly?

A bench comprising CJI DY Chandrachud and Justices Sanjay Kishan Kaul, Sanjiv Khanna, BR Gavai and Surya Kant is hearing the pleas challenging the abrogation of Art 370.

The bench was mulling on whether the power to amend Art 370 was completely lost once the Jammu & Kashmir constituent assembly had come to an end.

The hearing is going on for the fourth day, today in the top court.

The CJI also opined  that once it is assumed that Parliament can amend Article 370, it would be subject to criticism on grounds of morality but not on the basis of a lack of authority.

- Shruti Kakkar in the NIE

My take

It's my fond hope that the final verdict takes into account the following factors :-

    (a) Granting J & K a special status - at the time of independence - was a historic mistake.
    (b) After the abrogation of the special status, it's for everyone to see the following:-
         (i) the terror network has been broken and things have returned to normalcy.
        (ii) People from other states of the country can come into the state to do business and even own
              property in the state.
       (iii) The sacrifice of thousands and thousands of Indian soldiers who lost their lives while tackling
               terrorism.
    (c) The evil gang of the Abdullahs, the Muftis and the Hurriyat have been rendered out of the overall
          reckoning.

Border Infrastructure Gets Priority.

The budget for infrastructure development along India's border frontiers has increased by 400%, from Rs.3,200 crores in 2014 to Rs.14,000 crores.

Consequently, our ability to counter and contest conflict in the border areas has enhanced. Nearly 60% of the budgetary allocation for infrastructure development is utilised on the Sino-Indian border. A major part of border road and connectivity is related to national security so it is pertinent to spruce it up besides a major part is also to improve people to people connectivity like in Nepal, Sri Lanka and Bhutan.

Emphasis has been given to make life easier for those living in the border areas which was neglected in the past. Between 2008 and 2014, 3,600 km of border roads were built and between 2014 and 2022 this reached 6,800 km.

The Border Roads Organisation is constructing close to 80 new roads and is involved in a big project in Arunachal Pradesh where 1,800 km roads of inter-valley connectivity will be made at an estimated cost of Rs.3,000 crores.

The BRO has made 4,445 km roads from Kashmir and Ladakh to Tripura at Rs.9,000 crores. Amidst all this, the border talks with China goes on.

Meanwhile, regarding its other neighbours which include Myanmar, Bangladesh, Sri Lanka, Nepal and Bhutan the Foreign Minister highlighted that there were many development projects. The only neighbour about whom he didn't talk about was Pakistan.

My take

A long pending program and I congratulate the Modi government for taking up the exercise in a big way.

Down memory lane!

Saw a news column in the NIE, today, that two students of a college in Coimbatore died due to drowning at the Walayar dam. Shanmughan and Tirupathi were doing BTech. What a sad end to two promising lives! Heartfelt condolences to the bereaved families. Om Shanti! Sadgati.

Was taken back in time to Jul 1984 when I'd joined INS Agrani, at Coimbatore, as the management expert on completion of the LLMC (Long Logistics and Management Course) at INS Hamla. I was given a warm welcome and assigned the duties of the Officer-in-charge, MCPO Pre-promotion Course.

The Bureau of Sailors prepared the list, every year, of CPOs (Chief Petty Officers) who were cleared for the next rank - MCPO II (Master Chief Petty Officer Second Class) and sent them in batches every month - all through the year - to do the four-week course at INS Agrani and pass out as MCPOs, on completion. On the last day of the course each of them went up to the Commanding Officer on the 'Requestmen Table' and they were presented with a pair of stripes of the MCPO rank. The sailors celebrated their promotion by wearing the new pair of stripes and joining the training staff at a farewell lunch.

The stipulation that was passed on to us at the teaching faculty was that a guy could fail only once in the course wherein such a trainee went back to his ship but would return to do the course a second time, within that calendar year, and it was mandatory that he had to pass then. One of the first things that I did, with my Commanding Officer's consent, was to clear everyone and make it an all-pass course. I could achieve it by giving a 'retest' for the failed students and cleared all of them, eventually. This was to prevent unnecessary wastage of government money, in the form of TA, on the guys who had to return to do the course where they'd to be mandatorily passed. (This dichotomy was changed by the introduction of a CPO Management Course, wherein, Chief Petty Officers were sent to Agrani to do the course and those who could not pass would not be considered for further promotion).

I was also made the Secretary of the CSA (Coimbatore Sailing Association). The Commanding Officer was the Commodore of the Sailing Club. Every Sunday morning we used to travel 35 km to Walayar Dam, where we had our sail boats and accessories along with the rescue boat, a powerful motor boat at the stowage accommodation. It was a great attraction, so much so, that the civilian members found it enthralling and joined us in droves.

On my first outing itself, I'd made it clear that while exploring every scope of enjoyment, the participants had to rig up their own boats and secure them, after sailing, with a strict stipulation that beer and lunch would only be rolled out after the completion of all sailing activities.

We enjoyed the sailing activity at the picturesque Walayar Dam every Sunday and when I read about the mishap, I was saddened. It would have been due to negligence in taking care of the safety aspect, for sure!

An add on

The entire INS Agrani rejuvenation team - under then Captain THR Iyer - was in place by Jun '84 and its reputation as a tautly run establishment, spread all over the Indian Navy.

The other members of the rejuvenation team were as follows :-

         * Lt Cdr AC Jose                 Executive Officer
         * Lt Cdr Ravi Ponappa        Logistics Officer
         * Lt Cdr PK Banerjee          Training Officer
         * Lt Cdr L Radhakrishnan   Education Officer
         * LT (SDG) GS Deol            Syndicate Officer
         * Lt HS Sidhu                                   "
         * Lt K Rajeev Nair                           "
         * Lt DS Kannan                                "
         * Lt RBG Nair                                   "
         * Surg Lt G Vishwanath         Medical Officer
         * Lt (SDAE) SR Murthy         Oi/c A & EHU

Lt Col CT Somaiah, the CO of the 110 TA Battalion, nearby, stayed in the mess and he was an active member in all our activities.

Of the above, Cdr AC Jose, Lt DS Kannan, Lt Cdr (SDAE) SR Murthy and Lt Col CT Somaiah have passed into the mist of time. Tears and prayers for the departed souls!

A rethink on Civil services induction.

70% of recruits for civil services come from technical streams!

India is losing a good number of technocrats to civil services, adversely affecting such areas of specialisation, a parliamentary committee has said. The statistics given below say it all.

Year      Selected        Technocrats       Doctors
2011        1,001                   46                    142
2012        1,001                  408                   156
2013        1,228                  623                   168
2014        1,368                  699                   183
2015        1,164                  642                   160
2016        1,299                  717                   125
2017        1,056                  699                     59
2018           812                  509                     48
2019           922                  582                     56
2020           833                  541                     33

The situation, definitely, is alarming. The committee has recommended a serious rethink in the selection process into the civil services.

My take

It's an alarming situation because we need good youngsters in every walk of life! I'm sure the present skewed system will be quickly righted.

Trade with Latin American countries.

India's trade with Latin American countries touch $50 billion.

Fast-tracking growth

* Exports to Latin American countries rise 19% to $22.41 billion in FY23 from FY22.
* India's exports to Brazil at $9.9 billion are higher than those to traditional partners such as Japan at $5.46 billion.
* Car exports to Latin America accounts for one-third of India's global car exports at $6.68 billion.
* Mexico is the second largest global market for Indian cars at $9.73 billion.
* Exports to Mexico at $5.2 billion are more than the exports to $3.15 billion to Russia.
* Exports of $273 million to remote Honduras are more than outbound shipments of $220 million to Cambodia.

Indian companies have played a significant role in this growth with a strong presence in sectors like agriculture, energy including renewables, information technology, pharmaceuticals, manufacturing and automobiles among others in the region. Indian companies have invested around $15 billion and also exports refined products to the region.

Other major markets are Chile, Peru, Columbia, Ecuador, Panama and Guatemala. Motorcycle exports also constitute one-third of India's global exports and Colombia is the number one as a market for our motorcycles, our two wheelers.

Meanwhile, the Latin American region is a big source of gold, copper and other mineral concentrates and also wood. India's gold imports from the region was in excess of $6.5 billion mainly from Bolivia, Peru, Brazil, Colombia, Dominican Republic, Argentina, Mexico and Ecuador.

My take

We have a brisk trade going on with the countries of the Latin American region. May the volume increase further.

Finally, some more action.....

The central government curbs import of laptops, tablets for security reasons. The new restrictions, implemented with immediate effect, are also intended to boost domestic manufacturing.

Importers will need special licence

The restrictions will also cover microcomputers, large or mainframe computers and certain data processing machines. Importers of these items would need government permission and licence for their inbound shipment. Government sources said the primary aim is to ensure the security of citizens as some of the listed hardware could compromise sensitive and personal data.

Reducing dependence on China

* A large chunk of the electronics items and machinery imports are from China and South Korea. The curbs are also meant to encourage domestic manufacturing and reduce dependence on foreign goods.

* No bar on the import of one unit of any of the restricted items, including those purchased from e-commerce portals or courier.

My take

It was high time that such restrictions were introduced to cease the dumping of Chinese goods into our markets.

Kerala's women farmers set to make their tryst with destiny.

At tractor wheel , Kerala's women farmers set to blaze trail.

For Ramya, who had never driven a vehicle in her life, sitting at the wheel of a farm tractor was a whole new experience. She was concerned  and confused at first but with her trainer egging her on, Ramya gained confidence. Her ten other batchmates have similar stories to tell.

"Driving a tractor through a farm is indeed not an easy task. We now know why only men used to do it but then we are no less than any man  and we will prove this by handling the tractor in the most effective manner possible".
                                                                                                         - Ramya.

Far from the days when driving a tractor was the sole preserve of men, the state's farms will now sport hundreds of women confidently handling them, thanks to the tractor training program organised as part of the central government's 'Mahila Kisan Sashaktikaran Pariyojana' (MKSP) program.

One of the first training programs was held at Panthalayani block panchayat, where 11 women have started learning the basics of tractor driving.

1st cargo-passenger coach in the offing.

The Rail Coach factory, Kapurthala has designed a double-decker coach for the Indian Railways on the lines of the belly freight concept which would be rolled out this month. The coach will have 46 seats on the executive upper deck which would have a pantry and toilets while the lower deck will be able to store up to six tons of cargo.

What is belly cargo concept?

Belly cargo is freight that is stored under the main deck of an airplane. Sometimes it can also refer to freight that is being shipped by a vessel that is stored in the holds of the ship.

When is shipping via belly freight a suitable option?

The nature of goods and the consignment's weight and measurements are key parameters. Tech preconditions of the aircraft are limitations for both - for eg. height of a passenger aircraft's lower deck limit the maximum height of cargo pieces.

Other limitations

Security standards and security checks in passenger aviation are higher than for cargo only aviation. That includes limitations as to which types of substances are allowed on the aircraft.

During the financial year 2022-'23, the railway freight revenue leapfrogged to 1.62 lakh crores, a growth of nearly 15% over the previous year.

These trains will be rolled out based on the concept of cargo-liners and will run regularly as scheduled service on a fixed route between designated points while carrying consignments of various commodities.
